Multi-agency cooperation: Its importance and launch of the handbook

Published: 20/08/2026
Hate and extremism are complex challenges, which cannot be solved in isolation. This is especially pressing when thinking about how to support the persons impacted by it, ensuring that they do not fall through the cracks of the system. With this in mind, the team of the Faculty of Law of the University of Porto developed a framework to ease cooperation across sectors and agencies.

The goal is to
establish an ethically sound case management system, which enables different agencies to work together, without losing information, repeating information or leaving the victimised person without information and support.

Following a participatory approach, which counted with development and validation sessions with key European experts and stakeholders, the VicTory project developed its handbook for multi-agency cooperation, which you can read and download here: https://www.victoryproject.eu/uploads/1/4/4/7/144711219/d3.2_handbook.pdf

If you want to learn more its development process and why is cooperation so important, we invite you to read this article, co-developed by IPS_Innovative Prison Systems and the Faculty of Law of the University of Porto https://justice-trends.press/looking-at-hate-and-extremism-through-a-wicked-problem-lens-the-importance-of-multi-agency-approaches-to-ease-victim-support/
